Recruiter Bonus is the feature that allows you to obtain troops with the Recruiter skill % you own.

Recruiter Bonus Production = City VP x Recruiter Skill %

You can now identify how much you produce from your recruiter bonus, from the  stats page.

In the example below, the player received 1.65G/h from recruiter bonus.
