The reasons why you can't perform Fresh Start, can be:

• You need to wait for troops movements to end or wait for the incoming attacks to stop. Fresh start cannot be performed while you move troops or being attacked.
• Fresh Start can be performed all season round in Bronze league only, while in the other leagues (from Silver to Legend), Fresh Start button is active for the first 48h of the season.
